What is the "SAVE Act"?

​The Safeguard American Voter Eligibility (SAVE) Act passed the House by a narrow 220-208 vote on April 10, 2025. This Act, if it passes the Senate next, would require all voters to provide documentary proof of citizenship – a passport or birth certificate (with a photo ID) ,in most cases – anytime they register or update their registration. It would also effectively end all third party voter registration drives and voters would not be allowed to submit proof of citizenship online. 

As a result of these requirements, tens of millions of eligible citizens could be barred from voting. There would also be a huge negative impact on the work of nonprofits doing nonpartisan voter registration work.
